Wage & Income Transcript - not able to process request

Due to client concerns of potential identity theft, I went onto e-services to pull some transcripts. All legitimate tax forms that we're aware of are his or joint with his SSN first. Wages and income transcript under his SSN all appears normal.

Trying under her SSN, however, instead of a transcript comes up with a letter stating they are unable to process your request. The "product" description where you get links changed to "VIDT RUP User WAID letter". I tried to google that but couldn't find anything. Anyone know what this indicates? Is it merely confirmation that no tax forms have been filed under SSN (so nothing to pull into a transcript), or confirmation that something's awry and there's a hold or something on her account? (maybe VIDT stands for Victim of ID Theft?!)
