Appeals Hearing

I have a case at appeals - trying to get a private client back into an installment agreement. I am a wee bit concerned about this. I got a 'phone call last week saying the appeal had been set for three weeks hence. She wanted the 2017 tax return (which is on extension) and also wanted to fax through a letter, as it would be too late to mail it. I couldn't get my fax machine to work and telephoned to say so. I got her answering machine and the message sounded like the one you would get with a Verizon cellphone. She has not responded yet.

I find this rather unusual. This is a full CDP hearing and client has the right to appeal to USTC. Shouldn't there be an unimpeachable paper trail with this? Suggestions as to how to proceed would be appreciated.
