Simple IRA and regular IRA

Taxpayer is a sole proprietor and he has a simple IRA set up at his business. But he did not make any contribution at all to the simple IRA in 2018.

In this case, is he considered an 'active participant' when we try to determine whether he can make regular IRA deductible contribution?
