SE Health Insurance Deduction - non qualifying plan?

I haven't been able to find a clear answer on this, any input is greatly appreciated. Can health insurance premiums on a plan that doesn't meet the ACA's minimum essential coverage requirements be used for the SE health insurance deduction? This is traditional insurance not one of the faith based cost sharing plans. Thanks!

It meets the definition of health insurance, so yes. They may get penalty for lack of ACA coverage.
