Nonresident with exempt income married to US citizen

Maria is a citizen of Columbia with G4 visa working for PAHO - Pam America Health
Organization, married to a US citizen John, and lives in U.S. Together they have 2 children.
Maria earns 90K, and John earns 40K.

I would like to know if the following is true or false:

(a) They can file joint using 6013(g) election.
(b) Per IRC 893 Maria is still not required to report her income even they file jointly.
(c) They can claim Earned Income Credit (EIC) due to low combined reported income.
(d) They cannot claim dependent care credit because Maria appears to have zero income.

In other words, their tax filing is just like John is the only wage earner and Maris is a house wife
without income? I need confirmation because it does not seem to make sense that they get EIC
as it is supposedly for low income family, and their actual income is not low especially when no
tax to be paid on Maria's income.
