Passive rental income on Form 4562 line 11?

Always? Never? Sometimes? Generally, I would have thought no but the new rules that allow a Section 179 deduction for property used in a non-residential rental has me re-thinking this. I am thinking in terms of active participation rental but stilll passive.

Related question: does the answer depend on whether or not the rental activity is being treated as a trade or business for Sec. 199A?
Because on T.A. ten was the most you were allowed

"...does the answer depend on...?" If you really want to get this discussion off the ground, offer us a rigorous statutory definition of the term "trade or business" and we'll talk about it all day and all night, or at least until we run out of PBR.
