1099-misc and several recipients no social security number

New client can't get addresses and ssn for all the people she paid $600 or more. Do you still include these incomplete 1099s with the 1099 that have complete information? Or leave 'em out and file later? Or not at all? Some only have a name. Does the IRS need an explanation?

The rule is - issue 1099 if you paid someone $600 or more.
Client's rule needs to be-Fill out this W-9 so I can pay you.
