Partnership No Longer Subject to 163(j) 8990

I have several partnership returns that were subject to the interest limitation in 2018 which produced excess business interest expense (EBIE) because they were either considered a tax shelter or part of a control group. Now in 2019 some of those have flipped and are no longer subject to the limitation due to either income changes or changes in ownership. My question is now that they are not subject to the limitation do they still need to produce an 8990 to produce excess taxable income in order to release the EBIE trapped at the 1040 level? I have tried to force print the 8990 in UltraTax but can't get any ETI to produce unless some interest expense is entered to be subject to the limitation which I don't believe it should be. Has anyone else encountered this?
