Rhode Island single member LLC

New Client, Florida resident since 9/19, had a single member LLC, formed in Mass., but also registered to do business in Rhode Island. We filed a federal sch C....initial and final year. Client went above and beyond and contacted Rhode Island Dept of Rev. They want the client to file a RI-1065, both for 2019 and 2020, since he hasn't informed them that he is out of business till his phone call (what they are not telling him is that even though he filed a Sch C, and a non resident return for his 1040, is that they are going to want a minimum of $450 for 2019 and $450 for 2020-can't even file that now)

I told him that the checking account for the single member LLC doesn't exist anymore, and that if he continues to interact with them, he will end up having to pay the $450 for each of the 2 years, and to ignore it.

Thoughts?
