You should file a return. Even though the 2019 tax deadline has been moved to July 15, the rebate can begin to be processed as soon as a 2019 tax return is filed.
I have a couple clients who haven't filed for 2018 or 2019. How much time do they have? Should I be pulling out all the stops to get their returns filed ASAP?

Not without them paying a premium and in advance.

These are not procrastinators. These are people who didn't earn enough to need to pay taxes and thus didn't submit returns. For these kind of low income folks, $1200 is a very big deal. For them, $1200 isn't a couple big screen tvs, it's food on the table, it's rent.

They had little enough earned income they did not need to file. Would they not have received EITC?

I have a few of these people, too. Mine are all pensioners so there is no EITC.

What kind of income did they have?
If it was from the gov't, such as SSA they will get checks.

I guess I need to read more of the details. I did not notice that part of people receiving Social Security. That will certainly simplify things for me. Thanks for that info, sjrcpa.

"who haven't filed for 2018 or 2019"
Sorry, but I took that to mean they just hadn't gotten around to filing, NOT that they "didn't have to file".
Right now, my software won't LET me efile a 2018 return due to the extenders, and if you have to paper file a return there's no way it'll get into the system before the info of "who gets what" is pulled by the IRS.
