Rebate check and Foreign Earned Income qualified TP

I have clients who file 2555 who live overseas who are American citizens. As far as I understand they would be eligible for the rebate check if they made at least $2,500 of income? I cannot find anything about people living overseas not qualifying.

‘‘(2) TAXPAYER DESCRIBED.—A taxpayer is described in this paragraph if the taxpayer—
9 ‘‘(A) has qualifying income of at least
10 $2,500, or
11 ‘‘(B) has—
12 ‘‘(i) net income tax liability which is
13 greater than zero, and
14 ‘‘(ii) gross income which is greater
15 than the basic standard deduction.


Second, if they don't have any American address on file, how are they going to be reached? Since they did not owe any money they don't have a bank account either. Should I tell the clients to call directly the IRS to update their bank account?

That is right. I guess, they'll be stuck for a while.

The IRS are most likely to be mailing US domestic dollar cheques where there are no bank accounts on file. The client may find this tough to bank outside the United States.
