PPP and unemployment

I have scorp owners clients that are on unemployment and have now received the PPP loan. They are the only employees.

They want to take themselves off of unemployment for 8 weeks, pay out the PPP as payroll, and then put themselves back on unemployment in July. They don't see this as double dipping because they aren't overlapping during the 8 weeks.

This does not seem to be within the spirit of the PPP since you need to have FTEs back up by 6/30 but is there anything expressly prohibiting this? Even for those not in this situation (single shareholder/employee) is there anything prohibiting laying off employees after 6/30 or any requirement to keep everyone employed for a certain length of time?
