PPP and catchup payroll

Prior to receiving his PPP loan, a client's employees voluntarily reduced their hours to help the business. Some of those hours were straight pay and overtime pay.
Now that he has the funds, he wants to pay the employees what they gave up over the next 8 weeks. The owners are not taking anything additional. Only rank and file employees.

Is this permitted? I don't see a problem as it is part of his allowed payroll cost.
