New 2020 NATP journal 529 plan article claims 529 expenses( besides those listed in Pub 970) include: optional student activity fee, medical expenses including student health fees, health insurance, transportation, tickets for college sporting events, atheltic fees, living expenses, non credit courses and student loan payments. I must have missed a change in the 529 law, are these expenses qualified 529 educational expenses?

Section 302 of the SECURE Act describes the changes to Section 529 Plans.

Non-credit courses (apprentiships) are allowed.
Student loan payments are allowed.

All the other items mentioned by you are not addressed in the SECURE Act.
