The Form 6166 letter/certification that IRS sends in response to the Form 8802 request appears to be generic and intended for all countries. If that's correct and if there's no other letter or form that IRS should have sent with the Form 6166, what is the purpose of Q11 on the Form 8802? Why does IRS ask for the number of forms desired for each of about 65 countries if they don't provide anything specific to those countries?
(I prepared the 8802 for a client who receives royalties from book sales in numerous foreign countries and one of the US agents thinks there should be another letter specific to each country specified in Q11 of page 3 of the Form 8802.)
