Who is an equity compensation guru?

I have had more equity comp issues this year than most other years. I have some questions for someone very comfortable in this area....and possible foreign implications are involved here. Client is a US taxpayer receiving what seems like restricted stock of sorts but in a company in the UK. Client made 83(b) election. Having a hard time identifying what will flow through payroll and if we have foreign asset (8938) implications, etc.
