US citizen - Living overseas - Bona Fide presence - Covid

Hi Pros, I hope everyone is well. We have a customer who is a US citizen, who is a bona fide resident of Germany, earns income there, was living there and paying taxes there. He came back because of Covid. around March of 2020. We are able to show the foreign income exclusion even though he was here in the US because of a Covid rule. While he was here, he earned around 35k by doing an educational fellowship for the government. My question, is does he get to take any foreign income exclusion on this income because he was a bonafide resident of Germany, or will this have to be shown as income on the IRS return and DC where he earned this? I was thinking there is no exclusion against this. Please give me your thoughts. Thank you for any insight.

Not foreign earned so no foreign earned income exclusion.
