Reimbursed for Tutor

TP had to get a tutor for her child so she could continue working during covid. The county reimbursed her on a 1099 NEC.

How do I handle this?

Seems like it would be taxable income.

Could she issue a nominee form to the tutor though? To pass on the responsibility for picking it up as taxable income.
