ERC and qualifying employers

None of my S Corp clients with employees had a reduction in gross income in 2020 over 2019. They only way they could qualify for the ERC is if they:

"Have operations that were fully or partially suspended during any calendar quarter in 2020 due to orders from an appropriate governmental authority limiting commerce, travel, or group meetings (for commercial, social, religious, or other purposes) due to COVID-19".

One S Corp was not allowed to meet with clients in person, I believe. They moved to virtual meetings. I understand the owner can't take the credit for his wages. Does this business qualify as having been fully or partially suspended? I don't think so but hopefully I'm wrong.
