Itemizing When Lower than Standard

Is anyone aware whether the IRS would correct a return that took itemized deductions even though it's lower than the standard deduction? If a state follows the federal choice, it's sometimes better to itemize even when it increases federal tax. But I recall the IRS saying, with regard to earned income credits, that all legitimate deductions must be claimed.

There's a box to check to say you are choosing to itemize. I've never seen IRS "correct" this.
