DC FP-31 for personal property tax when having a DC rental.

It seems DC this year wants filers on the DC D30 Franchise tax return to also file the DC FP-31 for personal property tax, otherwise holding up their license.

I have spoke to DC twice and had conflicting answers. The first was to submit with 0's and file. The online filing will not let you file until you fill information in one of the schedules.



The second call to DC I was told to list appliances (Or something) in Sch A-2. Doesn't really make sense when the whole unit is being depreciated, not pieces.



If anyone has a simple solution, that will not later cause conflict, would be greatly appreciated.
