Is there anyway to get this (by amending prior year(s) or claiming on 2021 for instance) on prior year (let's say 2019 and 2020) returns even when one or both of the years were filed late, in a case where they were treated as if the election had been made?

I guess you saw rev proc 2011-34? Since these returns were filed late, I don't think you can. I believe you can group it on a timely filed, including extension, 2021 return, though.
