Will Bill.com issue a 1099k? If not, then I don't see why you wouldn't.

That's part of the uncertainty - how can we know whether they are a "Payment Settlement Agency" reporting on 1099K? The vendor in this case issued an invoice to the payor through bill.com, and the payor clicked through to submit ACH payment.
