Retired clergy health insurance reimbursement

I have 3 retired rabbis from 3 different synagogues. Each pays their retired rabbi $10,000 once a year to reimburse them for their health insurance costs. One gives the rabbi a 1099-MISC. One gives a 1099-NEC. And one didn't give anything.

What's correct?

The rabbi and his wife are on Medicare and buy their own supplemental insurance. It’s not an employer sponsored plan. I think 1099-misc is the correct way. Thoughts?
