Client is over-withholding by a significant amount. Their payroll department uses ADP. They have their employees update their withholding directly through ADP. So, it's not a W-4, but rather ADP's unique form.
The current W-4 no longer uses the words "allowances" or "exemptions" -- but ADP still does. Instead, the W-4 asks for what the taxpayer's anticipated itemized deductions are. The client sent me a screenshot of the form.
Does anyone know how to reconcile this? Also, is ADP using obsolete terminology?
