No. It is a withholding liability that is satisfied by paying the amount to whomever garnished the wages.

I agree with sjrcpa in general, but I suppose, if an employer ignores the garnishment for long enough, they could become liable, which would make the bank fee an expense and the garnishment itself wages.

No, but any administrative fee charged would be income for the company. The withholding order will tell you if you are allowed to charge an admin fee.
