What is the Medicare definition of "credible coverage"

for the Part B Special Enrollment extension period exemption from late Part B enrollment penalties for the "working elderly" over 65 applicants who didn't apply at age 65 for B.

The penalties can be very high.

One knowledgeable Medicare tech said only "employer paid" medical insurance qualifies as "credible". Not insurance privately paid by the employee. He didn't go into what about self employed or shareholder employees of S corps etc.

and if one does not apply for Part A at age 65, is there a penalty for applying later? (understand no reason not to apply at 65)

If you are age 65 or older, you or your spouse are still working and you have medical insurance coverage under a group health planbased on that current employment, and you would like to enroll in Medicare Part B (medical insurance), you may qualify for a Special Enrollment Period (SEP).

To learn more about enrollment periods for Part B, please read the information in the “Signing up for Medicare” section of our Medicare publication.

If you choose to sign up for Part B under the SEP rules, you can use one of the following options to submit your enrollment request under the Special Enrollment Period:
1. Go to “Apply Online for Medicare Part B During a Special Enrollment Period” and complete CMS-40B and CMS-L564. Then upload your evidence of Group Health Plan or Large Group Health Plan.
2. Fax or mail your CMS-40B, CMS-L564, and secondary evidence to your local Social Security office.
