Problems Creating csv Download for State UC Tax from QB

Recently, we have moved to Windows 10 and Office 2016. When using Quickbooks 2016, we are no longer able to create the .csv download file built when selecting "E-File State SUI". I spent considerable time on the telephone with Quickbooks to no avail. Has anyone found a work-around for this issue? The same thing is going to occur at year-end with the "E-File State W-2" selection. NOTE: It is not an issue to download from Quickbooks to excel, just as a .csv file.

Why not just save the Excel file as a CSV format?

Not an option. These commands from Quickbooks don't go thru excel. No way to build the excel sheet first.
